Andrew Heil
Andrew has 8 years of experience in the civil engineering field and has been part of the BPR team since 2022 contributing to many civil engineering design projects. His main focus is stormwater management design including site layout and utility design. Andrew loves his hometown Buffalo Bills and spending time with family!
Ashley Albert
Ashley has been with BPR for 6 years, and is the Office Administrator. She manages all invoicing, payroll, and team member coordination. If you ever have any questions and need to reach her at the office, the phone number is 410-857-9030, and her extension is 103.
Colby Jackson
Colby is native of Carroll County, and is a vital part of the BPR field crew team. During his time at BPR, he has expanded his surveying knowledge and equipment capabilities.
Edward Rentas
Edward has over 6 years of experience in the land surveying industry. He obtained his Bachelor of Science degree in Survey Technology from the University of Puerto Rico-Mayaguez, and is a certified Land Surveyor in Training. He assists the BPR project managers in preparing and delivering products to clients and field crew coordination.
Eric Andrews
Eric is a published author and recent civil engineering graduate from York College of Pennsylvania, and has interned at BPR thought his college years. Upon graduation, Eric obtained his Engineer in Training certification, and is now developing as an integral part of the BPR design team. Eric assists with stormwater management design, pipe networks, and site grading on both residential and commercial projects.
Heather Snyder
Heather is the voice of BPR when you call our office. She has been a part of the administrative team since 2019, and her duties include answering phones, greeting incoming customers, proposal assistance, and general office duties.
James Matalavage
James has been a draftsman in the Surveying industry for 30+ years and is currently the Senior Surveying Drafter at BPR, LLC. In this position, he supports the Surveyor while working with clients through various surveying documentation processes such as Boundary Surveys, Amended Plats, and ALTA Surveys.
Jeff Furr
Jeff joined the BPR team in 2023 as a Civil Designer and has quickly moved into the role of Civil Director of Design. Jeff has over 35 years of experience in the Civil Engineering field including Construction Inspection, CAD drafting, Civil Design and Project Management. Jeff’s focus is on leading a talented BPR team to offer the best Civil Engineering services in the area.
Josh Griffith
Josh has recently joined BPR and is quickly becoming a vital part of the field crew team.

Kenneth DeVilbiss
Kenny joined the BPR team in 2024, and brings with him over 20 years of survey field experience in the construction and surveying industry. He is a critical part of the of the BPR field crew team.
Matthew Mathias
In 1997, Matthew obtained his Bachelors of Science in Landscape Architecture from the University of Maryland, College Park. Matthew is now a Registered Landscape Architect in the state of Maryland, with almost 30 years of experience. Matt’s focus is on assisting BPRs project managers with plan drafting and site layout design.
Max Billingsley
Max started at BPR in 2023, as an intern for the CADD program. Since his time at BPR, Max has developed his drafting skills on survey related drawings, preparing computations for the field crews, and assisting project managers in property research. Max is currently expanding his surveying knowledge and is enrolled at the Community College of Baltimore County.
Michelle McAleer
After graduating from the Carroll County Career and Technology Center, Michelle started her career in 1988 as a drafter for a local surveying company. In 2013, she started at BPR as a CAD Technician, and has expanded her knowledge of the development process in the area. Michelle is currently the Project Manager and oversees all Forest Conservation, Environmental, Residential house design plans, and Well/Septic planning.
Nate Carver
Nate started at BPR in 2024, as an intern for the CADD/GIS program. He developed BPR GIS program for internal project coordination. Combined with his GIS expertise, and drone licensure, Nate is assisting to deliver accurate mapping and aerial data, while capturing high-resolution imagery to support the surveying process.
Randy Bachtel
Randy has spent the last 38 years developing BPR to what it is today, and continues to guide the BPR staff with his expert knowledge of the Carroll County development process. He is grateful for the continued customer confidence in the capability of BPR, and is looking forward to watching BPR continue to serve our Carroll County community and beyond.
Randy Petkus
Mr. Petkus is a registered Civil Engineer in both Maryland and Pennsylvania. He has over 40 years work experience in the Civil Design field, specializing in the Transportation, Hydraulic, and Environmental sectors. His projects include Highway/ Street Designs, Stream/Floodplain Engineering, Stormwater Management Design, Site planning, and Subdivision design. Randall has been a dedicated BPR team member since 2003.
Scott Landis
Professional Land Surveyor
Scott began his Land Surveying Carrer here at BPR in the year 2000. With the mentorship of Randy, George and Steve, Scott enrolled into the Land Surveying Technology program at the Community College of Baltimore County, to gain his degree and moved on to obtain his surveying license in the state of Maryland. With the experience he gained, Scott has multidisciplinary knowledge in public, commercial, industrial, and residential projects. Scott is focused on building the BPR team to meet the needs to our clients, and establish BPR as the premier Surveying and Planning office in the area.

Teddy E. Welsh
Ted started his surveying career in 1985 as an entry level survey crew assistant. Over the last 40 years, he has developed knowledge of surveying and computer software for the industry. Ted currently is the lead for construction survey coordination, and ensures our field crews have the data needed for project completion.
Adam Maust
Adam has 25 years of experience in the civil engineering and construction field. He joined the BPR team in 2023 as a CADD Drafter. During his time here at BPR, Adam has developed into the Ground Water Management Technician, and manages a majority of the well and septic planning.
Allen Walls
Allen joined the BPR team as an entry level field crew assistant. He quickly developed into an important member of the BPR field crew team. Allen works diligently with our clients and office personnel to determine the best course of action for residential and commercial projects.
